I think the OP is overreacting. I've had the same thing happen to me in iTunes and the songs were never double-charged to me. Apple probably cancels the original purchase without the user agreement in place.

Nah it really did charge me twice, I went from $30 to $28 after trying to buy that one song

Because iTunes doesn't charge a credit card right away. They wait a day or two and combine all purchases.
If they did double-charge you, complain to Apple. Odds are, they'll fix it for you.
