Actually, Iraq, Iran, and North Korea were the "original" axis of evil. Venezuela and Cuba were later tagged the "axis of evil" as well (by rep. Henry Hyde I think). The link I posed is only loosely tied to it, but I gotta run up to my warehouse real quick, and I'll find and post the original link later when I get back.
Really, the "axis of evil" comment is a mute point to the overall discussion anyway (unless you and I are going to start nitpicking each and every point again?) The real point is, that Iran and Venezuela have been increading military tries, and Venezuela has spoken to Iran about the desire to go nuclear at some point...
But you are correct, the CIA has stated previously that they believe the FARC is supplied by Hugo Chávez.
