You're funny. 

1) It's not SE's job to sell PS3's, that's Sony's. If Sony can't sell them, SE certainly isn't going to sacrifice their well being by making an expensive game for a console nobody is buying off of the delusion that millions are going to buy the console on release day just to get the game. Sorry, but that fanboy dream still hasn't happened yet.

2) Because Sony would have whined about no support. Crisis Core was announced in 2004, which means it was probably planned as far back as 2003. SE probably had no idea how bad the DS would beat the PSP.
