I'd agree 100% with you, but MM shouldn't be held responsable for copyright infringements "created" by the users of the game. If anything, the guys who make the questionable levels should pay for the right.
That said, I would like to think that KylieDog is right on the money. Once companies see the potential some of these level design packs could have; hello microtrasaction money bath!
Of course, they'd be even happier if there were more LBP copies out there first, i'm sure.
