The original Palestinian Mandate had absolutely nothing to do with the creation of a Jewish State. It was part of dividing up the old Ottoman lands after WWI.
During which the British had promised that if the Arabs rise up against he Ottomans, any land that has a majority Arab population would be left under Arab control. That happened everywhere but Palestine.
