See what they did to Nintendo in the PS1 generation.
SE is agressivly seeking to expand their US base... that's been their entire plan from the start of the generation... and they've said it many times.
Since the 360 is so big in the US... they would rather the 360 make up userbase in Japan, then PS3 make up userbase in the US... because there is less to make up.
Makes sense to me anyway.
