In my books its as follows.
GTA3 - 9.9/10
GTA3:VC - 9.5/10
GTA:SA - 9/10
GTA4 - 8.5/10
And I have played them in that chronological order. If you've never played any of them, GTA4 is the best one by a mile.
I just find that they are not adding enough and keeping too much the same.
