The Dev teams that did TLR and IU are not the top class Dev teams like those led by Kitase and Nomura.
Also, if you want to view FFXII as a disappointment, that wasn't Kitase or Nomura either as that was Hiroyuki Ito and Hiroshi Minagawa. (it was originally supposed to be Matsuno) But I liked FFXII anyway...
