Its not a 3rd-party game - Sony is publishing it. 2nd-party at best.
And in every project I have ever been associated with, its always the decision of the publisher when the game is ready. Always. Doubly-so in this case, as the publisher is the platform holder.
Sony should have never sent this gold. Again - my gut feeling is they gave up hope with the developer, and just wanted it over. Best to publish a crap game and recoup some money - than just cancel it.
