No it doesn't
Memory chip makers correctly advertise that 1GB of ram is 1024MB, HD makers started stating 1GB was 1000MB (which incorrect in computer land, as its really 0.97GB). You also lose a bit of space after formating the HD since Partition information and File information must be stored on the harddrive (and if its FAT32 and you've formatted a large drive, the file clusters end up being huge, 32KB, cluster is fully used regardless of the size of a file, 4k file uses 32k cluster hence it really uses 32k. a 48k file would use 64k aka 2 clusters etc. NTFS normally has 4k clusters but its the reason why you see file size and file size on disk if you use vista).

Correct, Sony's OS does use more ram then microsoft's and the developer's can't pick how their memory is allocated. Although the split memory/video memory is very common, PC has had it for years, ps2 had it, hell the DS has it too :) However memory doesn't limit games to specific resolutions unless you don't have enough video memory to store the resolution's frame buffer, which in both cases the consoles can do it (although 360 has 10MB on die of memory which is ultra fast and used for frame buffers, alot of games on 360 go < 720 because they expliot that fast memory. ps3 has no such ram) so its then limited by the power of the GPUs, While the gpus on both the 360 and ps3 are powerful (I rate the 360 gpu as better overall) they are actually pretty darn slow compared to modern gpus and modern pc games find gaming at 1080p with superior gpus to what the consoles have sometimes not an option.
