If a police officer saw you throwing snowballs (and was a big enough jerk) you could be ticketed/fined for it.

Really though, it's more like vgChartz's rule of "thread titles must be descriptive."  Most people know the rule, but lots of people break it all the time and don't get in trouble because no one cares to enforce it.
