Looks to me like they were dicking around with technological masturbation instead of focusing on the core game.

Did you read the link? Polyphony digital made a version of GT5P which uses 4 PS3s to run at either 240 fps or 2160p resolution. That's not really working on GT5 graphics, since this work will not be in the final version of GT5. This is what I mean by dicking around.
