Being the biggest Sony cashcow (after Home :P) it also means the game has to sell very very very well. Due to that the situation could very well be Sony are holding the game back and not PD. I would think they want the biggest game they have to release on a £200 console, love it or lump it the game will sell millions of software and thousands of consoles at that price.
