You definitely can watch video's without being connected (my 360 is rarely connected, only when I want to buy a game), I do so by copying files to a usb drive and plugging the drive into the 360. The update you mentioned downloads, but shouldn't ask again.

It's tied to the profile, as well. I have two profiles on my 360 and only the one that was used to download the CODEC(s) can use it. I don't know why MS does this or why the CODEC(s) weren't incorporated into NXE.

The Community Games cannot be played uness you are logged into LIVE, which means I won't be buying anymore Community Games until they remove this ridiculous restriction.
