It should but you neve know, less successful consoles in previous generation after a certain times had sales dropping off because of being simply less popular in the general public: DC, GC, Saturn etc. etc PS3 hopefully will overturn this trend and become more successful. A release of new MS Hardware early could also help.
But im not extremely optimistic, if PSP is out for a year or two in my opinion PS3 wont outsell Sony's handheld.
