It's anyone's guess... It could well never happen, since it currently requires special PS2 hardware (therefore a bigger motherboard) which is costly. Increasing the cost of the PS3 is certainly not something Sony wants to do, at least not for a few years.
On the other hand, who knows if they could implement a software-only emulator at some point? Again, it's anyone's guess. There's not much information one can use to make a good prediction AFAIK.
