Never, BC requires additional components and with assembly lines it's far easier and cheaper to just slap a bigger hard drive on a system or some other peripheral and charge and extra $100.
Also BC becomes less and less of a factor as the generation moves on, the average consumer wants a BC compatible PS3 to play the hot new PS2 releases, which are long gone by this point.
