Development using the spus is hard. Hard development equals high development costs.
A lot of thirdpartys would rather just make a dump of all the work over on the PPU and leave the spus alone, hence untapping most of the playstation 3s power, but porting from the 360 makes it particularly hard to use the spus. (hence why developers has started doing it the other way around now)

Okay, now developers has become more familiar with the ps3 architechture, so it wont be as difficult to work with the spus and when using the ps3 as lead in multiplatform games, developers are starting to take use of that.
Basically in conclusion, most old multiplatform games look and perform worse because the architecture of the ps3 was relatively unknown and a lot of people didn't know how to work properly with the processors SPU units and the knowledge would drive up development costs of their games. Now however, a lot of developers has learned how to use the ps3 better and they start to take more advantage of the possibilities within the machine.
And again to the original post you made. when killzone 2 is using 40 percent it's because that's how far Sony has gotten in using the spus properly so far. Sonys internal studios share their resources so they advance a lot together and faster than the average developer does with the ps3 architecture. Naturally sony also shares a lot of their knowledge so that third partys can take advantage of it. But it's a reason why first party games will always be ahead of the curve. (With some exceptions, for instance Metal Gear Solid 4.)

That is totally inaccurate, it is so wrong I do not know where to start correcting you.
Nearly all of your post is simply spouting off biased information you've selectively harvested.
Could you provide some non biased sources to support at least some of what you have said please. You sound like you know the developers the way you talk so sure of yourself.
