Its just marketing, they want the term 'open beta' to be synonymous with a system that is constantly being added to.
Which i personally think i is a bit of daft idea as soon enough down the line media will be touting 'Christ, Home still in beta'
Listening to the interview its sounded more like an off the cuff idea so dont be suprised if it doesnt last.
As i said it make no difference, they will still be adding to it as was always the plan, 'Beta' is just a poor term to try to market on their part as soon enough the core system will be finished and fairly stable.
