Gears' weapons were actually pretty good, you just ended up using the same two or three for a little too much of the game. The Hammer of Dawn is one of the greatest shooter weapons ever put in a game, IMO. Love that thing. You can't exclude the greatness of the chainsaw bayonette, either. That was one of those game-changers that 95% of titles don't have.

edit: now that I really think about it, I strongly disagree. Gears' weapons were damned fine. How could I leave off the Torque Bow? A difficult weapon to master, sure, but massively rewarding when you do. The sniper is just more of the same, which is just fine. The only "boring" weapons in the game are most of the Locust weapons, which are roughly mirrors of their Cog counterparts. I'll give you that those aren't very exciting.

Where Gears stood out was the gameplay. The absolute weight of that game impressed me the most. Everything felt heavy and I loved that about it. No jumping, the running utilizes that great behind the back camera, everything revolving around cover, the bulkiness of the characters, etc. It was unlike any other shooter I've ever played and its excellent controls only added to the effect.

Resistance? Yeah, it had good weapons. Other than that, it felt like a late 90s shooter to me, on par with Half-Life without the new feel of that game when it released. Something I've played a million times already.

For a launch game, it wasn't bad. Better than PDZ, that's for sure. Not exactly a resounding accolade for the game, though.
