It's simple, PSP is made for a target group, and DS is for everyone (seriously, that's their marketing campaign here)...
Another thing, the UMD, that drive really hurts handheld gaming... Portable is supposed to be silent, have lots of battery life and have quick loading times... UMD keeps the PSP to take advantage of that...
