Did you do the optional install?  I don't recall the pauses you mention, but it has been some time since I played the game.

Yeah, I installed it. It's when you press L2 to open up the folk menu and once you change folk and exit the menu, it pauses for about 2-3 seconds.

Yeah it always did have an awkward pause, like you mentioned L2 only when you switch.
