2.5 is standard enough, and its easier to replace than own laptop HDD.

Well and thats the thing.  My suggestion was to make 2.5" standard with the SKUs but to have a capacity for users to install a 3.5".  Then the option is there for users who need the space and those who don't can save the power and the avoid the extra noise (neither of which are a big difference if you get a decent brand honestly).

Actually I would love to buy a PS3 without a hard drive and just install one myself.  I've got a 750GB hard drive that would be perfect for it~
