Well, the reason is that the US public buys a lot of games and they favorite console is x360(wii doesnt compete with PS360, but thats another discussion). So since US is an important player, it shows in the overall atach rate.
In Others the PS3 already have a bigger atach rate, selling almost the same sw amount, but having hw sales of 60-70% of the x360. Taking a look at the charts, you can notice that the x360 software fenomenon is an American fenomenon.
