1)  I wasn't aware it was available for those platforms.

2)  I was actually complimenting the controller.  When someone gives you a handicap in something (like golf), it generally means an advantage.  Touhou is a series of computer games meaning that unless you're using a gamepad (which you really should be), you're using the keyboard.  Gamepad/Controller > Arrow keys or the like.

I see.  In my defense, I think that, since he said that Ikaruga was harder, and you said that Touhou was harder and the GC controller was a handicap, then it's quite logical to conclude that you meant the other definition of handicap, i.e. the game was made artificially harder by the controller.

Um... I said Touhou was harder so why would it be logical to turn around and say Ikaruga is made harder by the controller?

Regardless, it's a misunderstanding. ^_^
