It will do better than it would being a PS3 exclusive, but worse than being a multiplat. Star Ocean 4 is the last game in the series, so they dont care about the future of SO brand, it will only be used for the remakes after.
It's also very interesting how you say Star Ocean didnt do well on Playstation platforms, I guess 1.3 million copies sold in Japan+North America is a terrible result for an RPG game.
And untill some PS3 jRPG sells much much much better than Lost Odyssey did worldwide I can't take all of these "jRPGs dont sell on 360" claims seriously.
