The same happened to me when I borrowed Mario Strikers Charged Football from a friend and put it in my Wii. I've never had my Wii online, so I'm assuming it's meant for people like me, and probably only happens with first party games.
Highly annoying though. I was going to mod my Wii, or get a Freeloader when it comes out in order to import Brawl, but now there's a good chance that the game might include a software updates that prevents them from working. -_-
