You should get the second one, primarily because the first one is a desktop PC drive and will not even fit inside the PS3.
You do not need anything faster than a 5400RPM drive for the PS3. In fact, it would probably be detrimental, as faster spindles result in more noise, more vibration, and more heat.
Home consoles are not typically used in the same manner as our multiuser, multitasking desktop PCs anyhow, so the benefits of a higher RPM drive are negligible.
