Petitions are a weak form of solicitation. Online petitions are even weaker. The problem is that few people find it hard to sign away their name for anything. Post cards are considerate for mail rooms. That will also help them sort the correspondence. The more time fans dedicate themselves towards getting something the more reliable the company will feel the demand is.

They also love to have physical evidence for the press. Capcom would love nothing better then to have a press event where they dump a huge bin filled with postcards on a table for the media to take pictures of. That is good publicity, and it generates a lot of interest in their products. The result is good for everyone.
