That is actually pretty accurate.
the horizontal lines are there because the SDTV where that pic was taken from uses interlace.
480i i meaning 480 interlaced vs 1080p p meaning progressive.
If you don't believe me, take a picture of your SDTV and HDTV, you'll see the same results.

Of course a still image exacerbates the lines, because the TV refreshes at a fast enough rate where the naked eye would have trouble distinguishing the lines unless the person is sitting very close.

This is true.  Basically, you are looking at a SDTV picture on your computer monitor, which is a much higher resolution.  That is why it looks so odd.  It is the same thing that happens when you play a PS2.  It looks bad because you can see the inperfections.  It looks better if you play it on a SDTV.

 

 

Upclose, SDTV would look like that but if your standing like 5 ft away, SDTV doesnt look too bad. Id say HDTV is better just because you can read words more easily on the screen but the refresh rate can be sometimes a problem with some games like GH3 where you have to allign it. Otherwise, looking at a SDTV 5 ft away looks gr8 for gaming. When watching a DVD on a SDTV, might not be the best and the blacks might look horrible. But the difference standing far away is hardly noticible.
