Exactly Konni, you got it now.
Dingling dongs aren't flapping around in public. A face is recognizable, therefore there may be repercussions if someone sees both your face and your dingling dong.
Why are we calling genitalia and boobs dingling dongs? Why not just say, "Penis and breasts"?
I would cite regulation, but I know you will simply ignore it.
