It was an advanced payment. Kind of like how big-shot authors receive advanced payments for their projects. Microsoft expects the DLC to generate over $50 million in sales and their cut of the revenue is 30%. They pay Rockstar their cut of 70% in advance and in return receive exclusive DLC. However, if the DLC doesn't generate over $50 million in sales then Rockstar will have to return some of the advanced payment.
In other words, a loan.
