Agree. Obviously Bush, like any other president, is simply the most visible expression of the majority. And here in Italy too each new majority never finds time to abrogate or correct all those things it criticized when it was at the opposition (well, here the stratification of new laws on never abrogated older ones reaches a pathological level that's seen nowhere else in the world, we have a number of laws in force an order of magnitude bigger than almost any other strongly regulated, not common law, country).
