@onyx: read the comments on both mgs and fallout:
MGS4 comment: What a difference a year makes. 12 months ago, the contenders for Game of the Year could be counted on one hand. This year, you'd be hard-pressed to whittle the list down to candidates that would fit on all of one's fingers and toes. Crowded though it may be, one game delivered on a level that blew everyone here at IGN away. Hideo Kojima's final (No, really, this time! Maybe...) Metal Gear Solid managed to tie almost every plot point together, piled on the cinematic flair and played more accessibly than any previous game in the series. In short, it was awesome, and simply must be experienced.
Fallout 3 comment: Fallout 3 eventually took the 360's top prize in what was easily our toughest decision to make. The sense of immersion in this twisted, yet somehow believable, world is fantastic, but it's the freedom and memorable moments that put Fallout 3 on top. The VATS combat is fantastic. The role-playing and decision making is top notch. Just about everything Fallout 3 does is special. You could (and should) play Fallout 3 for dozens and dozens of hours and still turn it on the next day and find something new and exciting. It just doesn't get better than this on Xbox 360 in 2008.
if you analyze both comments, you can see that IGN were absolute fanatics over MGS. regarding fallout, it was their 'toughest decision'. obviously, that means the editors voted for a lot of different things. on the mgs side of things, it was pretty much unanimous.
