Even if they reach the 40nm node, theres still a chance they won't be able to release a slim model. 
It really depends on the cooling solution and net heat output. You saw how little the power consumption dropped from the 90nm to 65nm process on the power hungry GPU. Though there is hope, rumours suggest Microsoft is looking at alternative cooling solutions.
