Simple or small environment games are relatively easy to achieve in higher resolution, they are more predictable (like most sports games). Calling all Cars for example is a FullHD game with x4 Anti-Aliasing.
There are many different factors involved in achieving FullHD 1080p games, game complexity, level of Anti-Aliasing (if done through the GPU it affects fillrate and thus framerate), SPU usage (the RSX is designed to take advantage of this), framerate, etc. Some simple 1080p games like Fl0w do not use the Cell's SPUs at all.
PS3 game engines are maturing, but Rome wasn't build in a day. The PS3 is fully capable of complex well performing FullHD gaming, far more so at least than the 360 (when taking good advantage of Blu-Ray, default harddrive and the Cell's SPUs).
