Press triangle to enter the Customize screen then select character and select yes.

- Light Attacks
- Hard Attacks

Go to Attack abilities, then pick Light attacks (hard attacks menu is the same)

Now just pick which one you want to add a skill to. Skills uses CP. You will see a CP gauge at the top stating something like 250/366. So when picking skills it will show how much CP is require to equip them. If your CP gauge isnt full then you can equip. If the skill is in RED its because you dont have enough CP left to add that skill.
With the skills it would take forever for me to translate all the skills. So its best you just do trial and error. Go into VS mode and set the CPU skill to something like very easy and try out your newly equiped skills.
