Raw numbers don't matter as much as profit. A game that sells, say, 300,000 copies can be more profitable than a game that sells, say, a million copies, depending on the development costs of each.
And it's to Sony's disadvantage that development costs happen to be much higher on PSP and PS3 than DS and Wii.
