"Only solution is through tougher regulation and better education."
Regulation can only go so far without violating civil rights. And in the case of countries without the latter, they don't seem to mind piracy that doesn't hurt them personally.
Education is a bad move. You don't teach people why your product is better when bought legally. Or are you talking about instilling morals into people?
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
