The game is supposed to look bleak. The Fallout 3 art people researched and found that years after a massive nuclear war, vegetation would be everywhere, but they chose to go with the classic wasteland feel.
If you like post-apoc stuff, Fallout 3 is a dream come true. A Logan's Run like world, wouldn't fit the genre imo.
