No, Tri-Ace made it. They were hired by M$ to make a new IP JRPG. Then, typical with M$, relations with their japanese partners went bad and the game was in a really bad state. So what to do? That´s right, call JRPG kings and experts to help with the job, pay them to make the game at least decent. SE helped in the directing, producing department.
I hate it when people assume things for companies instead of searching more into it, because it most of the times leads to blaming these companies for nothing.
If you take a look at the japan-made M$ games and compare them to america-made ones, you´ll see that the latter have been more critically accepted both in reviews and sales. And the main reason for that is that M$ was very inexperienced in dealing with japanese companies. LO, N9N were marred with technical flaws and at a very bad state initially.
