I have to say that the meaning you described is the one I always heard (although I should point out the actual Arab proverb you are quoting is "The dogs may bark, but the caravan moves on" not the convoy), and I live in America. However, I don't think the proverb is very applicable to video game reviews. Certainly some copies will be sold regardless of reviews, but reviews do affect game sales without a doubt. They especially affect the sales of a core game like Heavenly Sword.
