Establish PS3 HDTV bundles with as many TV manufactureres as possible, increasing the penetration of the PS3 as the Blue Ray player of choice. Market this angle as much as possible.

Bundle the system with free network games/movies or credits (a free $100- $200 in PSN store content would do the trick and cost them much less than bundles with physical media)

Have competitions/offer incentives to employees of Gamestop and large electronics stores for the most PS3 systems and software sold.

Spread rumors about the 360 having a RROD resurgance. Travel around major cities and offer a few thousand 360 consumers a new PS3 for their RROD 360 and advertise to the world that you are doing it.

Buy up exclusives from Epic, Square, Konami, etc. in exchange for advertising dollars, bundles, royalty cuts, and free internal development support.

Have large game events, competitions, and shows to promot their new exclusive releases similar to the Halo event.

I think the real question is what are they doing? It's almost like they refuse to put up a fight???
