Yes, I think it was Onechanbara.
I did a little research on The Witches. It is being developed by Revistronic and they have a new website which is a different site than the original Witches teaser site:

This site still lists The Witches as a TBC 2008 game, so I hope we see it soon as I like games like BloodRayne and Tomb Raider.
