Yes, you do.  That is what the licence fee is for.  If you aren't paying your licence you are commiting a crime and can be heavily fined or even face a jail sentance for it.

 

You're paying for a license, not for the content. The content is free for the consumer. In many countries, you don't need to buy a license at all.

Just like you pay for a PS3 which includes a license to use Home. The content of Home is free for the consumer.
