There's another possibility, which is that console developers are much more experienced in making 3D engines nowadays than 8 years ago, so they exploited the hardware faster. Not so bad for the PS3.
In any case, I don't think we've seen the peak of PS3's power yet. It's just that very few developers will push it more, and even then the added benefits may not be that big. I still think the Cell was a horrible decision for all the problems it caused in the first few years the console was out.
