Uncharted 2: Among Thieves to use 100% of PS3's power?

using that train of thought you could conclude that the PS3 is easier to develop for, because they managed to max it out 1 year sooner.

 

 Yes that could be it, which is not good news, or it could mean that it is designed so badly that the bottle necks ( Memory 256 etc ) will always hold it back. On both counts its not good news for the PS3.
