That's not how most games work in Japan.  Japan has a very large used game market (and companies mark down games pretty quickly duo to limited space).  If a game hasn't sold well in a while in Japan (MGS4 for example) than it's only hope is in a cheap edition or the Dec/Jan busy season.  Usually, the games with the biggest legs in Japan are the ones which encourage people to keep coming back again and again (which discourages buying and selling of used games) with great multi-play or online.
