Square said themselves that XIII hasn't even been ported to the PS3 yet, so it'd be entirely feasable that they decide to port both at the same time and save $$$ due to localizing at the same time.

The last thing I've seen was an interview where Nomura was talking about how the programers got the game to run on the PS3 (airship in world map), and that was about 1 year ago. So, to me, it sounds like SquareEnix has been working directly with the PS3 while they worked with PC-based tools (just like naughty dog with Uncharted, guerilla with KZ2, and anyother game ever made for consoles). AKA, a long time ago.

 

OnTopic: I don't think the sales would be enough to spend that much more resources on speeding up the 360 port. Multiplatform titles in Japan that are sold as same day releases typically favor the PS3 version by around 3-4 times the amount (in more extreme cases, even more)

The real question isn't "Why would square keep FF13 exclusive in Japan?" but rather "Why would square keep SO4 and IU exclusive in Japan?".

Based on Japanese 360 sales opposed to PS3, SquareEnix is basically asking for (at most) only 33% of the sales they would have gotten if the game were multiplatform.
