HD-Dvd is the obvious choice. It doesn't matter that it wont have movies, because digital distribution for movies is going alright on the 360.
They would have to pay less royalties than they currently do for dvd (they own part of it, and toshiba owes them big for the HD-Dvd add-on, which helped the format alot)
If you have dual layer you could easily get 40gb discs, which is plenty
